Do not download blank Form 3 when you need the issued LL. Do not request a certified extract merely to show the DL on a phone. For permanent-DL download, confirm the application has passed test, approval and DL-number generation.
If the OD record is missing, check format/DOB and issuing RTO. For an extract used abroad, ask the receiving organisation whether certification or further authentication is required.
