Bihar RTPS separately offers Online Driving License Extract Issuance. The extract is a state service/output and must not be confused with the status result.
Bihar-specific resolution: if the DL lookup fails but the user needs an authority-certified record, confirm the issuing Bihar RTO and evaluate the Bihar RTPS extract route. Use an application number only for a pending Bihar application.

If a BR Record Is Missing
- Check the complete number and leading zeroes.
- Use the DOB held in the transport record.
- Confirm the issuing Bihar RTO.
- If it is an old booklet/paper licence, ask about digitisation/backlog entry.
- Do not create a second licence application merely to make the old record searchable.
After a recent driving test, “not found” can simply mean the application has not reached approval and DL-number generation. Track the application first.
Can DigiLocker fix a missing Bihar record?
No. It fetches the source record; it cannot create or correct one. Resolve it with the issuing authority.
