The GJ page should use that state source for requirements and escalation while routing the actual licence service through Sarathi/DigiLocker.
Gujarat-specific fallback: check the GJ RTO and record format, then use the Commissionerate grievance/RTO route if the Sarathi record is missing. Never quote an old Gujarat smart-card or service charge as the universal final payment.

Select Gujarat on Sarathi, open the Driving Licence menu and use Print Driving Licence when offered. DigiLocker is the official alternative for an issuer-fetched document.
Keep the complete GJ licence/application number and DOB ready. Follow the label on the print form: an application number and a DL number are different identifiers.
If the PDF is unavailable, confirm the application is approved and the DL number generated. Then try DigiLocker or mParivahan. Old or incorrectly formatted GJ records need the issuing RTO; repeatedly changing separators will not fix a wrong source record.
For a learner licence, use Print Learner Licence (Form 3), not the permanent-DL print menu.
