This page is for downloading an issued learner licence. It does not apply for a new learner licence or take the learner-licence test for you.
What Is the Form 3 Learner Licence?
Form 3 is the prescribed learner-licence document format. Two different items are often confused:
- A blank official Form 3 available in a forms directory
- The applicant-specific learner licence generated after approval
For proof of an issued learner licence, use the applicant-specific print/download service. Downloading a blank form does not produce a valid learner licence.
What You Need Before Downloading the LL
Keep available:
- Issuing state
- Application number or learner-licence number
- Date of birth
- Approval/test-result confirmation
- Registered mobile access if the selected state requires OTP
The exact combination is controlled by the state service.
How to Download or Print a Learner Licence
- Open the Sarathi state-selection page.
- Select the state where the LL application was submitted.
- Open the Learner Licence menu.
- Select Print Learner Licence (Form 3).
- Enter the application/LL details requested by the service.
- Enter DOB and complete verification.
- Open the issued learner licence.
- Save the PDF or use the browser's print option.
If the menu is not visible, confirm that you selected the correct state and that the application has reached the approved/issued stage.

Can You Download an LL Using the LLR Number?
Some states or services accept the learner-licence number; others use the application number and DOB. Use the identifier label shown on the selected state's print service. Do not paste the final driving-licence number into an LL field.
“Form 3 Download Option Not Available for This State”
This message means the selected state has not exposed that printing route through the same Sarathi menu for the record or workflow. It does not automatically mean the LL is invalid.
Try the following:
- Confirm the correct issuing state.
- Check Application Status to confirm that the LL is approved.
- Review any SMS or email containing an official download link.
- Check whether the state transport portal provides a separate print service.
- Contact the concerned RTO if no official download route is available.
Do not download a blank Form 3 and type the licence details into it yourself.
Learner Licence Not Available after the Test
The test result, approval and document generation can be separate events. Check application status for:
- Test result not updated
- Approval pending
- Document generation pending
- Photo/signature objection
- Fee or document step incomplete
If the test was exempted because an existing DL is being extended with another class, the state workflow may differ. Follow the application status and state instructions rather than assuming the standard test-download sequence.
Application Number Lost
Recover it from:
- Application acknowledgement
- Payment receipt
- Appointment/test receipt
- Official SMS or email
- Find Application Number on Sarathi, where available
The application number tracks the LL transaction. The LL number identifies the issued learner licence.
PDF Does Not Open or Print
- Allow pop-ups for the official Sarathi page
- Use a current browser
- Retry from the original application session
- Check the downloads folder
- Confirm a PDF reader is installed
- Do not use an unofficial “PDF unlock” website for a document containing personal data
